Cronaca del secondo presidio davanti all’hub di via Mattei a Bologna.
“Freedom from jail”, “We want home” , “Transfer” , “C3 Interview” , “Respect humanity” sono alcune delle scritte riportate sui cartelli esposti da chi vive nell’hub di via Mattei (Bologna), durante la recente protesta del 26 marzo. Nel pomeriggio, fuori dall’hub si è tenuto un partecipato presidio, formato da una ventina di compagn*, presto raggiunti da circa 50 persone che vivono nell’hub e che sono uscite dalla struttura formando un piccolo corteo, raggiungendo le/i solidali.
La protesta è stata incentrata sulle condizioni di vita all’interno dell’ex Cie.
Il 7 marzo scorso c’era stato un altro presidio fuori dalla struttura, durante il quale era stato possibile scambiare contatti e ascoltare le storie di chi resta bloccato nell’hub da diversi mesi. Nelle settimane successive i contatti sono stati mantenuti e insieme è stato organizzato un nuovo momento di lotta per portare l’attenzione su quello che era emerso dai racconti di chi vive nel centro. I motivi che hanno spinto molti migranti a protestare contro quella che loro stessi chiamano PRIGIONE riguardano soprattutto le scarse condizioni igieniche/alimentari (mosche nel cibo, pasti freddi e cattivi, il divieto di cucinare, servizi igienici rotti, sovraffollamento delle stanze, topi nei letti, scarsa assistenza medica), oltre all’attesa infinita dei documenti che li costringe a restare in una struttura fatiscente come quella di Via Mattei, dove viene persino richiesto loro di lavorare al mantenimento della struttura – un altro aspetto importante della loro denuncia.
Queste condizioni non si verificano soltanto all’interno dei locali della struttura dell’ex Cie, ma anche nel container costruito circa un anno fa – sotto il solito strumentale vessillo dell’emergenza – sullo spiazzo interno dell’hub (quello che un tempo veniva utilizzato come campo da calcio) nel quale il livello del sovraffollamento e delle condizioni igienico/abitative è portato ancor più all’estremo. Anche all’interno del campo vengono così riprodotte quelle stesse logiche di un turnover interno, di divisione e di differenziazione che caratterizzano l’intero sistema dell’accoglienza e delle politiche migratorie, dove le condizioni di sopravvivenza vengono trasformate in strumenti di continuo ricatto e disciplinamento. Come le loro stesse voci hanno raccontato nelle corrispondenze con RadioOndaRossa e RadioBlackOut durante il presidio, queste attese senza fine distruggono le loro vite e il loro futuro: in queste condizioni continuare ad aspettare sembra essere l’unica azione possibile.
La rabbia provocata da questo limbo è stata spesso riportata da chi vive nel centro all’attenzione degli operatori, i quali in molte occasioni hanno rimbalzato il problema con false promesse oppure dicendo di non avere soluzioni mentre, al contempo, hanno frenato le esplosioni di rabbia di chi è costretto a stare alle loro regole con la minaccia del peggioramento del processo burocratico riguardante commissioni, permessi e documenti.
Durante il presidio del 7 marzo gli stessi operatori hanno raccontato a chi vive nell’hub che uscendo avrebbero incontrato gente violenta, nemica dei migranti, gente che avrebbe voluto “spaccare loro gambe e braccia”. Qualcuno si è lasciato convincere, qualcun altro no ed è venuto a raccontarlo al presidio e in radio. Dopo il 7 marzo, un richiedente asilo che aveva raggiunto il presidio si è visto togliere il riscaldamento dalla stanza, e indica questo gesto come una vera e propria ritorsione nei suoi confronti per aver partecipato alla protesta. Le minacce si sono ripetute anche ieri, 26 marzo, quando chi è rientrato nella struttura è stato intimidito dallo staff del centro che ha affermato che “in futuro il nuovo governo avrebbe potuto deportare chi avrebbe partecipato a proteste e presidi”. Un trattamento simile è stato riservato solo ad alcuni, in maniera evidentemente selettiva.
Non ci stupiamo del ruolo subdolo e infame che svolgono tutte le figure che si adoperano nel mantenimento di strutture come l’hub, abbiano esse una divisa o meno.
Non ci stupiamo che le richieste di miglioramento delle condizioni di vita rivolte da chi vive nel centro di via Mattei ai suoi responsabili siano state spesso rispedite al mittente, senza risposte.
Non ci stupisce neppure che chi lavora nell’hub cerchi di dividere chi vuole protestare insieme, di incutere timore nei soggetti più ricattabili, di far apparire chi lotta fuori come un nemico.
E’ la forza di una protesta comune che spaventa chi vorrebbe mantenere la calma e la rassegnazione dentro le mura di quella prigione chiamata hub.
Il 26 marzo, durante il presidio, molte persone hanno preso parola al microfono, senza lasciarsi spaventare dall’ingente presenza degli sbirri accorsi in difesa delle mura del “campo” di via Mattei. Ai/alle solidali presenti al presidio è stato chiesto di diffondere le notizie riguardo alle condizioni di vita interne al centro e di organizzare nuovi momenti di protesta insieme, per far sì che non si abbassi l’attenzione su questi luoghi, dove quello che viene spacciato per accoglienza è solo una menzogna e dove il ricatto e l’infantilizzazione sono le uniche regole di sopravvivenza.

Chronicles from the second protest in front the Hub in Via Mattei in Bologna.
“Freedom from jail”, “We want home”, “Transfer”, “C3 Interview”, “Respect humanity” are only a few examples of the banners showed by a group of people living in the Hub of via Mattei during the protest of last Monday, 26th March.
During the afternoon, about 20 comrades started protesting in front of the Hub and were later joined by about 50 people living there, who had left the structure to march together towards the demostrators outside.
The protest focused on the living conditions inside the former CIE (Immigrants Detention Center).
The first protest in front of the structure that took place on 7th March, became an occasion for comrades and the people living in the Hub to exchange contacts and stories of those who are blocked inside for months. During the following weeks, these relations were maintained allowing the organization of a new moment of struggle together, that was aimed at drawing attention to what the people living inside the Hub had reported. The reasons why many migrants decided to protest against what they themselves call a PRISON are mainly the inadequate sanitary and food conditions (flies in the food, cold disgusting meals, the prohibition of cooking, broken toilets, overcrowded bedrooms, mice crawling in the beds and insufficient healthcare). They also protest against the unbearably long time they have to wait for their documents, a wait that forces them to be stuck in a run-down structure such as the Hub of via Mattei, where they are even asked to work for the structure’s maintenance.
Such conditions can be observed not only in the spaces of the main structure, but also in the outside container, which was built about one year ago – following the usual logics of emergency – in the internal open space of the camp (which was once used as a football pitch), where the overcrowding and the terrible sanitary and living conditions are even worse. This way, the logics of internal turnover, separation and differentiation that characterize the whole Accoglienza system and migration policies are reprodcued even inside the camp. Here, in fact, the conditions of survival are transformed into tools for blackmailing and controlling people. Just as some people living in the Hub told Radio Ondarossa and Radio Blackout during the protest, these endless waits destroy their lives and their future: in such conditions, waiting seems to be the only action possible. The migrants have often expressed their anger stemming from these difficult conditions to the staff working in the Hub, who often responded with false promises or claiming to be incapable of finding solutions, at the same time, restraining any explosion of rage of those who are forced to follow the rules with threats about the jeopardization of their documents’ bureaucratic process.
During the protest of March 7th, some members of staff told the migrants that, if they decided to go out to join the protest, they would have met violent people, enemies of migrants, who would have “broken their arms and legs”. Some were convinced by these lies, while others decided to join the protest anyway and report these lies to the demostrators and radios. Moreover, an asylum seeker reported that the heating was turned off in his room as a punishment for his participation to the protest on 7th March. Threats were made also after the protest of 26th March: some of the migrants who returned to the structure at the end of the protest were told by some members of staff that “in the future, the new Italian government could deport anyone who took part in protests”.
We are certainly not surprised by the deceitful and infamous role played by all those people – in a uniform or not – who work to maintain structures like the Hub. We are certainly not surprised that the migrant’s requests for better life conditions have always been rejected. And we are certainly not surprised that those working in the Hub try to separate the people who try to protest together, striking fear into the most vulnerable subjects and describing those fighting outside the camp as enemies.
The power of a collective protest certainly frightens those who would like to maintain the tranquility and resignation between the walls of that prison that they call Hub.
On March 26th, during the protest, many people spoke loud into the microphone, not being intimidated by the huge police presence which was there to defend the prison’s walls.
Following these protests, comrades have been asked to spread the news regarding the camp’s living conditions and to organize other moments of struggle together, in order to draw attention to these places, where what is sold as Accoglienza is only a lie and where blackmail and infantilization are the only rules of survival.

Chronique du deuxième rassemblement devant l’hub en rue Mattei à Bologne
“Freedom from jail”, “We want home” , “Transfer” , “C3 Interview” , “Respect humanity” : ce sont certaines des messages écrits sur les panneaux exposés par ceux qui vivent dans l’hub en via Mattei (Bologne), pendant la récente protestation le 26 mars.
Dans l’après-midi, devant l’hub, une vingtaine de camarades ont lancé un rassemblement ; tout de suite environ 50 personnes qui vivent à l’intérieur de l’hub sont sorties du camp en petit cortège et ont rejoint les personnes en soutien dehors.
La protestation était focalisée notamment sur les conditions de vie à l’intérieur de l’ancien Cie.
Le 7 mars dernier un autre rassemblement a eu lieu devant le camp, pendant lequel on avait pu s’échanger des contacts et écouter les récits de ceux qui restent bloqués dans l’hub pendant plusieurs mois. Dans les semaines suivantes les contacts ont été gardés et tou.tes ensemble nous avons organisé un nouveau moment de lutte pour rendre public ce qui se passe au sein du centre.
Les raisons qui ont poussé beaucoup parmi les migrants à protester contre celle qu’eux-mêmes ils appellent PRISON, concernent surtout les pénibles conditions d’hygiène et d’alimentation (mouches dans la bouffe, repas froids et mauvais, défense de cuisiner, toilettes cassées, surpeuplement dans les chambres, souris dans les lits, aide médicale défaillante), en plus que l’attente éternelle des papiers qui les obligent de rester dans un bâtiment délabré tel celui de rue Mattei, où il est exigé d’eux qu’ils travaillent (gratuitement) à l’entretien du bâtiment – un autre aspect qui est dénoncé avec force.
Ces conditions ne sont pas présentes qu’à l’intérieur du bâtiment de l’ancien Cie, mais aussi dans le container construit il y a un ans – comme d’habitude, au nom de l’urgence – dans la cours intérieure de l’hub (qui auparavant était utilisée en tant que terrain de foot), dans lequel le niveau de surpeuplement et des conditions d’hygiène et de logement sont encore plus extrêmes.
Au sein du camp sont ainsi reproduites les mêmes logiques de turn-over intérieur, de division et de différentiation qui caractérisent le reste du système d’accueil et des politiques migratoires, où les conditions de survie sont transformées en outils de chantage et de discipline continuelles.
Comme leurs voix ont raconté aux radios RadiOndaRossa et RadioBlackOut pendant le rassemblement, ces attentes sans fin détruisent leurs vies et leur avenir : dans ces conditions, continuer à attendre semble être la seule action possible.
La rage produite par ces limbes a été souvent communiquée par les personnes qui vivent dans le camp aux opérateurs, lesquels ont à plusieurs reprises renvoyé le problème avec des fausses promesses, ou bien en disant de ne pas avoir de solutions alors que, en même temps, ils ont freiné les explosions de rage de ceux qui sont contraints de respecter leurs règles sous la menace d’empirer ultérieurement les procédures bureaucratiques concernant les Commissions, les permis de séjours et les papiers.
Pendant le rassemblement du 7 mars les mêmes opérateurs ont raconté à ceux qui vivent dans le hub que s’ils sortaient ils auraient rencontré des gens violentes, ennemis des migrants, personnes qui auraient aimé leur « casser les jambes et les genoux ». Certains se sont faits convaincre, d’autres non et ont raconté ça en rejoignant le rassemblement et à la radio.
Après le 7 mars, un demandeur d’asile qui était au rassemblement a vu le chauffage de sa chambre enlevé comme forme de représailles pour avoir participé au rassemblement. Les menaces ont été répétées le 26 mars aussi, au moment où ceux qui sont rentrés dans le camp a été effrayés par l’équipe du camp qui a affirmé : « Dans l’avenir le nouveau gouvernement pourrait vous expulser pour avoir participé à des protestations et rassemblements ». Un tel traitement a concerné seulement certains, de façon évidemment sélective.
Nous ne nous étonnons pas du rôle sournois et infâme de ces figures qui s’occupent d’entretenir des centres tels que l’hub, qu’elles soient en uniforme ou pas. Nous ne nous étonnons pas non plus du fait que le personnel qui travaille dans le hub essayent de diviser ceux qui veulent protester ensemble, d’instiller la peur dans les sujets les plus au risque de chantage, de faire apparaître ceux et celles qui luttent dehors comme des ennemis.
c’est la force d’une protestation collective qui fait peur à ceux qui voudraient le maintien de la calme et la résignation au sein des murs de cette prison appelée hub.
Le 26 mars, pendant le rassemblement, beaucoup de personnes ont pris la parole au micro, sans se faire terroriser par la grosse présence de flics arrivés en défense des murs du camp en rue mattei.
Ils ont demandé aux personnes en soutien de diffuser les informations concernant les conditions de vie à l’intérieur du camp et d’organiser ensemble de nouveaux moments de protestation, afin de ne pas faire baisser l’attention sur ces lieux, où c’est qui est fait passer pour « accueil » n’est qu’une mensonge et où le chantage et l’infantilisation sont les seules règles de survie.
