Udine – Di accoglienza si muore

Da qualche giorno è circolata la terribile notizia di alcuni fatti accaduti a Udine negli ultimi otto mesi: da febbraio a oggi, con un picco nel mese di agosto, sarebbero morte in circostanze poco chiare tra le cinque e le sedici persone richiedenti asilo, tutte residenti in alcuni Cas situati a Udine, tra cui l’ex caserma Cavarzerani, una struttura gestita dalla Croce Rossa e quotidianamente controllata da ingenti presidi di forze di polizia che, secondo gli ultimi numeri di cui si ha notizia, avrebbe ospitato nei mesi estivi circa 700 persone, a fronte di una capienza di 300. Le morti sarebbero avvenute tra i Cas stessi, il carcere e l’ospedale di Udine.

I media ufficiali riportano soltanto due di questi episodi, liquidandoli in poche righe: uno riguardante il presunto suicidio da parte di una persona di origine afghana che sarebbe avvenuto proprio nei locali dell’ex caserma Cavarzerani il 12 agosto; l’altro relativo al suicidio, anche in questo caso presunto, di una persona di origine pakistana, avvenuto il 19 agosto in una cella singola della sezione protetta del carcere di Udine, sotto la stretta sorveglianza delle guardie penitenziarie. Le autorità carcerarie hanno dichiarato che la persona deceduta sarebbe stata trasferita lì su decisione del medico dell’infermeria, dove era stata condotta per medicare delle lievi lesioni procurate, secondo la versione ufficiale, in seguito a un diverbio avvenuto con altri detenuti il giorno precedente alla morte, cioè quello del suo ingresso in carcere.

Due notizie gravissime, soltanto accennate da alcuni quotidiani locali, che riportano le versioni ufficiali date dalle autorità. Con buona pace di (quasi) tutti, il caso è chiuso e risolto. Insomma, l’importante è non porsi domande, non farle, non vedere. Tacere.
E invece di interrogativi ce ne sono proprio tanti. Sappiamo che storie così accadono quotidianamente nei luoghi del controllo e della repressione. La versione ufficiale dei suicidi non è nuova e mai crederemo alle versioni ufficiali del braccio armato del potere e dell’autorità.

Certo, sappiamo che forse non potremo mai conoscere la verità, dal momento che chi avrebbe potuto dircela non c’è più, ma non per questo restiamo indifferenti. E non lo resteremmo nemmeno se si trattasse veramente di suicidi, tantomeno se avvenuti all’interno di luoghi di confinamento e detenzione, sotto il controllo repressivo di guardie e sbirri, dopo mesi, spesso anni, di attesa di commissioni e documenti che non arrivano mai, privati della libertà di gestire e organizzare la propria esistenza e di vivere in autonomia, in condizioni materiali e psicologiche spesso devastanti. Proprio quando, insomma, il suicidio resta l’ultimo atto possibile di libertà.
Ma il segnale ancora più allarmante su ciò che sta accadendo dentro questi luoghi è la coltre di silenzio che ha circondato tutte queste morti, che fa sorgere ulteriori dubbi su chi, o che cosa, le abbia provocate.

Tutto questo accade a Nord-Est dell’Italia dove i migranti, per la maggior parte in arrivo dalla rotta balcanica, si scontrano nella ricostituita frontiera tra Friuli Venezia Giulia e Slovenia. Salvini e Fedriga hanno annunciato con fierezza l’istituzione di un presidio permanente delle forze dell’ordine su quella frontiera per il pattugliamento continuo della fascia confinaria di Trieste e provincia, soprattutto sul Carso. Per l’occasione, sono stati radunati gli agenti della mobile di Padova, gli equipaggi del Reparto prevenzione crimine sempre di Padova, fino al corpo regionale Fvg della forestale. Una vera e propria caccia ai migranti istituzionalizzata tra i boschi di confine, dove non sembrano mancare casi in cui i respingimenti avvengono direttamente tramite la riconsegna di mano in mano alle polizie dei vari paesi, in un percorso a ritroso che li riporta di nuovo in Bosnia e in Serbia. Questi ennesimi respingimenti di polizia non sono altro che la versione alternativa, senz’altro più efficiente ed economica, del ping pong legalizzato dei migranti previsto dal sistema di trasferimenti Dublino e delle espulsioni, previsti dalle leggi europee e nazionali.
Mentre le istituzioni leghiste annunciano gli sgomberi di tutti i migranti che dormono sulle Rive a Trieste, il vicesindaco della città Polidori gira di notte registrando video di se stesso intento a cacciare ai migranti che dormono sulle rive e sui sagrati delle chiese, minacciando di chiamare gli sbirri per ripristinare la sua idea di ordine pubblico. Intanto, Forza Nuova continua a chiamare ronde per presidiare il centro città e la val Rosandra, nella zona di confine.

La regione leghista dichiara, inoltre, la volontà di riaprire il CPR di Gradisca d’Isonzo, fatto chiudere nel 2013 dai migranti reclusi a colpi di rivolte. In più, si dice favorevole ad aprire un CPR per ogni capoluogo di provincia: strutture più piccole, più capillari ed efficienti per effettuare i rimpatri o anche soltanto per il confinamento dei migranti. I campi dovrebbero essere più piccoli di quelli del passato in modo da essere più controllabili e per poter reprimere qualsiasi rivolta con facilità. Inoltre, l’approvazione dei tagli ai fondi per l’integrazione, che fino a poco fa finanziavano vari servizi destinati ai migranti fuori accoglienza e alcuni progetti di accoglienza diffusa nella regione, ha suscitato la reazione non soltanto delle cooperative dell’accoglienza, chiaramente interessate a mantenere il proprio posto di lavoro, ma anche dei quattro prefetti della regione, che ne hanno fatto una questione di pubblica sicurezza, dal momento che i servizi del territorio finanziati con questi fondi garantivano il controllo e la gestione capillare dei migranti.

Di carcere si muore, così come di “accoglienza”. Sulle frontiere geografiche e in quelle dei grandi centri di confinamento dei migranti sparsi sul territorio. La notizia di così tante, troppe morti avvenute in così poco tempo, non può passare sotto silenzio, né essere dimenticata. Il clima di terrore e l’omertà imposta dai protettori di questo sistema non basterà a far calare l’attenzione su ciò che accade quotidianamente sui nostri territori e nei centri di confinamento, qualsiasi sia il nome attribuitogli. Non basterà a sedare le lotte contro ogni frontiera.

Sempre più nemiche e nemici delle frontiere

In the last few days terrible news has been spreading about what has been happening in Udine during the last 8 months: since february, about 16 asylum seekers have died in unclarified circumstances, 5 of them just in the month of august. All of them where residing in a CAS (Centro di accoglienza straordinaria) in Udine, including the ex caserma cavarzerani, a structure managed by the Red Cross and under the daily control of a large number of police. During the summer period about 700 people were living there, despite the structure can hold only up to 300 people. The deaths occurred between the CAS, the prison and the hospital in Udine.

The official media only talked very briefly about 2 episodes. The first was a supposed suicide committed by a person of afghan origins, inside the Cavarzerani cas on the 12th of august. The second was another supposed suicide committed by a person of pakistan origins, on the 19th of august in a single room of a protected section of the prison of Udine, under the strict surveillance of the penitentiary guards. The authorities have declared that the dead person would have been transferred there following the doctor’s decision, who had treated some light injuries that had been provoked the day of his arrival in jail (meaning the day before his death) during a discussion with other detainees.
These two terrible events have only been superficially mentioned by some local newspapers reporting the official versions released by the authorities. In the widespread indifference, these facts have been solved and filed: as usual, the important thing is to not ask questions, see, or talk.

On the contrary, the questions to ask are many. We know that stories like these occur on a daily basis inside these places of control and repression. The fact that these deaths are officially described as suicides is unfortunately not something new to us and in any case we could never believe the official versions of the armed wing of power and authority.
It’s true that we might never know the truth as those who could have spoken out are not here anymore, what we do know is that we will not remain  indifferent in front of all this. We cannot remain indifferent even if they were suicides, let alone if they happened inside places of confinement and detention, under the repressive control of guards and police, after months or often years of waiting for the commission’s results and for the documents which often never arrive; inside places where people are denied the freedom of autonomously managing and organizing their own existence and living. All of this in hard and devastating material and psychological conditions. Ultimately, we cannot remain indifferent when suicide remains the last possible act of freedom.
Yet the most alarming thing about what is going on inside these places is the silence surrounding all of these deaths, a silence which generates even more doubts about whom or what could have provoked them.

All of this happens in the North-East of Italy where migrants, mostly arriving from the Balcan route, bump into the recently restored border between Friuli Venezia Giulia and Slovenia. The Minister of Interiors, Matteo Salvini, and the President of Friuli Venezia Giulia, Fedriga, have fiercely announced the institution of a permanent military garrison on that border in order to uninterruptedly patrol the Trieste border area, especially along the Carso plateau. The Padua Mobile Squad, the Padua Crime Prevention Squad and even the regional Forest Rangers were summoned for the occasion. This turns out to be a real institutionalized migrant hunt in the woods along the border, where there have also been cases of migrants being deported from Italy back to Bosnia and Serbia, handed down from border to border, from police station to police station. These police deportations seem to be the alternative – and certainly more efficient and economic – version of the legalized back-and-forth game of the Dublin transferal system and of the expulsions authorized by the European and Italian laws. While the institutions led by the Lega announce the eviction of all the migrants sleeping on the shores of Trieste, the Vice Mayor Polidori films videos of himself, overnight, forcing the migrants sleeping along the shores and in front of churches to leave, while threatening them to call the police to restore his own idea of public order. Meanwhile, the far-right Italian party Forza Nuova continues to encourage civilian patrols to guard the city centre and the Val Rosandra, in the border area.

The Region has also declared to be willing to re-open the CPR (Deportation Centre) of Gradisca D’Isonzo, that was shut down in 2013 thanks to the protests of the imprisoned migrants. Morever, the President supports the proposal to open a CPR in every administrative centre of the Region: smaller structures scattered around the territory that are more efficient for deporting or even only confining migrants. The new camps are designed to be smaller than before in order to be more easily controllable and to be able to repress any protest. At the same time, the regional politicians have approved to cut the integration funds, which so far had the function to finance both public services for migrants who are not inside the “accoglienza system” and a number of “accoglienza” projects. These declarations have triggered the harsh reactions not only of the cooperatives working in “accoglienza”, clearly willing to maintain their job, but also of the four Government Representatives of the region, who transformed it into a matter of public security, since the territorial services funded by this money have always had the merit of guaranteeing an easy and widespread control over the migrant population.

Prison kills, and so does “accoglienza”, both along geographical borders and in the large migrant detention camps scattered on the Italian territory. The news of so many, too many deaths in such little time cannot be silenced, nor be forgotten. The fear and silence imposed by those who protect this system will not stop us from informing everybody on what happens almost every day on our territories and inside the camps, however the fact is described. And it will certainly not stop us from continuing our struggle against all borders.
